ClickMonitorDDC can adjust screen brightness
"ClickMonitorDDC" is the tool we talk about and it's completely free. It is designed to adjust the brightness of your computer screen, either manually via a slider, or automatically, when a certain time of day comes, as well as according to the open program.
Simply, the program, when installed, works permanently in the background to monitor the programs that are running, then when you run any program for which you set a certain brightness level, it automatically changes the current level with the level you specified, then when you exit the program, it restores the previous brightness level again.
The tool is light, but it only works if your monitor is compatible with DDC (Display Data Channel) protocols. Don't worry! Most laptops and monitors today support DDC by default, so there is a good chance that the tool will work as intended without any problems.

Manage settings of the tool
Once the tool is installed, you will notice that two icons appear on the taskbar, near the clock, one is an indicator for the screen brightness level and the other is an indicator for the volume, and you can easily remove either of them through the settings.
To open the program settings, right-click on one of the icons and select "Settings". Now, if you want to hide the volume indicator icon, remove the check mark from the “Default Volume Icon” option and press OK.
In the ClickMonitorDDC settings window, go to the “Auto-Run commands” section from the left side menu. A list of currently open programs will appear in front of you, and the brightness can be set separately for each of them.
However, if you want to add a specific program without running it first, click on the “select a program” button. directly by file-requester" and then locate the executable (exe) file to run the program, which you'll usually find in the Program Files folder.
Here all you need to do is press the enter command-line field and then type in the letter "b" followed by the screen brightness you wish to set for this program. For example, to reduce the brightness to 70% when opening a program, type "b 70" and press OK.
You can repeat the same steps with all the programs that you want to assign a specific screen brightness level when you run it, after which a list of the programs that you added will appear with the levels specified for each program. But before saving changes, make sure to remove the check mark (✔) from the “Only in full-screen” option so that the brightness changes when you open the selected program in general and not just when you make the program window full-screen. Now click Apply and then OK.
The Settings window will immediately disappear and ClickMonitorDDC will remain running in the background. From now on, whenever you open the program or its window is in front of you on the screen, the brightness will be automatically adjusted to the specified percentage, and when you close the program or press Minimize, the default brightness of the screen will be restored as it was.
